Lextar features a Safety and Health Department, which is an internal environmental safety and risk management proprietary staff unit. It is in charge of the research, planning, supervising and management of the firm’s manufacturing/production related risks and environmental safety/health management. The firm's "Labor Safety and Health Committee" is the highest authority overseeing Corporate Social Responsibility and Environment, Safety and Health Policy; it is comprised of the General Manager, senior managers from various business and manufacturing units, department heads and employee representatives. They conduct inspections on the firm's environmental safety/health operations each quarter and propose key future improvement directions.

The firm's environmental safety/health operations are briefly described below:

 

1. Plant safety design

 According to the firm's "Plant construction engineering regulations" and the requirements of the insurance consultancy, Marsh, a safe working environment is created in compliance with international and domestic regulations.  

  • Introduce independent production areas to distribute risks:
    MOCVD, ICP, PECVD, Local Toxic Gas Cabinet and Local Scrubber with potential safety risk are installed separately (in compliance with the HPM management spirit).
  • Piping safety design:
    The organic fume exhaust, acid exhaust and alkaline exhaust of FAB has surpassed the thinking of all LED plants in the industry by using exhaust piping produced from Teflon coated stainless steel (SUS 304+Teflon), which is fire and corrosion resistant. Plastic material of the equipment in the plant must comply with FM 4910 or UL 2360 certified flame-resistant standards.
    For gas and chemical supply piping (such as silane and sulfuric acid), the double pipe safety design is implemented.
  • Advanced warming system:
    Unlike most plants in the industry, concerning plant risk management, Lextar’s clean room and important telecommunications and electrical supply systems are monitored by a highly sensitive, rapid response fire advanced warning system, which effectively conducts inspections or controls during the early stages of the fire.
  • Two-stage scrubber design:
    The waste fume produced during production must pass through the local scrubber for the first stage treatment before being channeled to the central scrubber for the second stage contaminant removal. The fumes will only be released into the atmosphere after confirmation that they comply with domestic environmental regulations.

 

 2. Emergency response

Lextar is one of very few LED manufacturers which features an Emergency Response Center (ERC), providing 24 hour, all-weather safety monitoring service for employees' safety, clients' products and the firm's assets.

 

3. Contractor management

For contractors providing engineering or labor services to Lextar, in addition to licenses that comply with labor safety and health regulations, all on-site labor safety or supervising personnel must also pass through the certified course of Lextar’s Safety and Health Department before they are allowed to assume the responsibility of labor safety or of supervisors.

 

4. Commitment and persistence in environmental protection

  • About waste fume processing
    Based on Lextar’s highest standards as a green enterprise, the Regenerative Thermal Oxidizer (RTO) is introduced into the VOCs processing equipment, surpassing plant building thinking of the LED industry. As a result, VOCs removal rates are above 90%, significantly improving the surrounding air quality.
    The Greenhouse Gas (GHG) used in the production process is channeled into the dry scrubber for treatment, attaining a GHG removal rate of more than 98%, contributing to the environmental safety/health commitment of implementing and promoting the enterprise’s social responsibility.
  • About waste water processing
    Lextar has always been committed to the planning and implementation of water resources management and utilization by installing multiple water quality processing facilities, including an inorganic wastewater mixing system, pH regulation system, chemical sedimentation system, sludge concentration system, inorganic wastewater automated surveillance system, etc. These ensure that waste water from all processing units is above regulated standards. The monitoring facilities and surveillance values are linked to the central control room for 24-hour wastewater control throughout the year.
  • Recycling of water resources
    Lextar conducts control and recycling of its production wastewater, public engineering wastewater, domestic wastewater, green water, circulation water volume, lost water volume, etc. As a result, the plant-wide water production recycling rate is greater than 85%, the water recycling rate is greater than 70% and the wastewater discharge rate is less than 70%. This complies with the water recycling standard of the science park. In addition to compliance with the law concerning pollution management, Lextar also possesses the awareness and determination that an enterprise should have and endeavors to minimize pollution.

 

5. About waste material recycling

Lextar is dedicated to the production and promotion of various eco-friendly and energy-saving LED products. It also actively participates in numerous green and energy saving product exhibitions. Apart from demonstrating Lextar's technological advantage in the LED industry, it also hopes to promote the green concept of energy conservation to every corner of the world.

  • Reduction of waste at the source
    The central supply system, which is rare in the LED industry, is installed to increase the utilization rate of the raw materials, achieving cost-down and waste reduction.
  • Recycling of waste material
    Waste solvent, sludge and waste containing silver (copper) lead frames are the primary wastes in the LED industry, and these types constitute as much as 90%. Therefore, Lextar has listed recycling valuable resources as a main focus, generating additional income for the firm.
  • Waste solvent treatment
    Waste solvents are recycled primarily and some are transformed into supplementary fuel.

1. Used as recycled material: Different pipelines collect the solvent and qualified firms are commissioned to re-utilize it as material for other industries.

2. Supplementary fuel: Unrecyclable solvents still have high calorific value and hence can be reused as supplementary fuel in order to reduce fuel consumption.

  • Sludge treatment
    Sludge mainly comes from impurities of the wastewater in the wastewater processing unit. In order to reduce the impact of wastewater treatment on the environment, Lextar has invested vigorously in wastewater processing facilities.
    In particular, after the inorganic sludge is verified by the Toxicity Characteristic Leaching Procedure (TCLP) to be nontoxic, qualified firms are commissioned to process the sludge. After being dried in a rotating kiln, it is transformed into reusable products, such as construction site land filling materials and lightweight aggregate.
  • Recycling of waste material containing silver and copper lead frames
    Lextar has designed and introduced a receptacle categorization and recycling mechanism, in which lead frames fully or partially coated with precious metals, such as silver and copper, are recycled, optimizing the recycling of waste material containing silver and copper lead frames.

Lextar hope to take the leading position in the industry by establishing an example of a green LED manufacturing fab. At the same time, it hopes to pursue growth and provide consumers with more wonderful and graceful means of illumination, as well as implementing the ideals of protecting the Earth.
